hmmmmmmmmm....... It would appear so.
"5. Rover. A Rover station is one which is manned by no more than two
operators, travels to more than one grid location, and signs
'Rover' or '/R' with no more than one callsign."
But, I don't want to play the game where a rover drives from one fixed
station to another in various grid squares and hooks up to 11-el 6M
beams, stacked 2M arrays, and 2M moonbounce dishes.
Hell, with those rule(s)(sic), two buddies, living close to each other
but on different sides of a grid boundary, could operate the contest as
"rover" -- using the callsign of just one of'em. Operate the contest on
Saturday from one QTH (until the fridge runs out of 807's). Then move
to the other QTH and continue until the contest concludes --- using
just the callsign of one of'em.

Nope.
"Making or soliciting QSOs on the national simplex frequency,
146.52 MHz, or your country's designated national simplex
frequency, or immediately adjacent guard frequencies, is
prohibited. Use of commonly recognized repeater frequencies is
prohibited."
Maybe it was so in the past. And, maybe egregious conduct by some
contesters got it included recently.

My impression is that the folks at CQ are trying to keep the contest
rules to a single page. Maybe they should suck it up and state that the
rules to follow are those of the ARRL's VHF contests ... with
modifications. And then list the modifications -- such as limiting the
contest to just 6M and 2M, specifying the operating hours, etc.
