If that doesn't fix it, and it might not, here is a look at the
Cabrillo 3 spec:

According to that web site it should be:
CATEGORY-STATION: ROVER
CATEGORY-TRANSMITTER: LIMITED
Evidently the programmer of the ARRL robot doesn't have it all straight
either though.
You will note in the listing at the 'check your log site' that the
category column
is all but empty. Also they don't seem to know if the multi-ops listed
are limited or unlimited.
Wouldn't be that way if they had it right.
I don't know if anyone fully understands or is properly following the spec.
