Yeah, many hams don't realize that...

UHF is Primary to the Military and under the regulatory watch of the  
NTIA, with the FCC "watching over their shoulder".

The NTIA instructions in their planning documentations says to "treat  
Amateurs as Primary" but that may or may not happen in individual  
scenarios when the military needs something.  (PAVE-PAWS for example.)

In general, they've been pretty good to hams, considering we're not  
allocated primary use of the band.
