Personally I favor less rules rather than more... why not have 3 classes... 

Class 1 = single op power less than 150 watts.
Class 2 = single open unlimited - as long as legal - power
Class 3 = multi op power less than 150 watts
Class 4 = Multi op power as in Class 2

Rover same as class 1 - 4 with the exception of signing /R and being judged separately...

we keep making things more and more complex, I suggest that a good deal of the frustration and abandonment of the contests is the "RULES" Use the KISS (Keep It Simple Stupid) and don't worry the small stuff. We need more players and less lawyers in this pastime...
